Free but dutiful

Duty-free stores have been abolished for travelers within the European Union (EU) as part of a wider move toward tax harmonization to remove distortions in sales taxes. There appears to be less enthusiasm for harmonization of taxes on individuals and companies. There have been disputes about that way that savings are taxed, and non-residents are not taxed on savings in 13 countries of the 15 forming part of the EU. This means that savers could use other EU countries than their own as tax havens, so there is a move to impose a withholding tax which has been opposed by those who argue that savers will transfer funds outside the EU.
