Frontal assault

Article Abstract:

When Hongkong Gov Chris Patten aired his reform proposals to the Legislative Council (Legco) on Mar 12, 1993, Chinese officials led by Lu Ping branded him as a criminal, and suggested that he be recalled. Peking officials believe that Patten is trying to give too much power to Legco, and they are refusing to cooperate with the planned reforms and infrastructure projects scheduled to take place around the 1997 transition. Meanwhile China is making preparations for its own special administrative region government, or 'kitchen'. The 'kitchen' committee is expected to be dominated by Chinese officials, with pro-China representatives of Hong Kong as delegates.
