'Giants in the path.' (influence of sustainable development on land planning system) (edited version of Abercrombie Lecture made on December 12, 1996)

Article Abstract:

The influence of the concept of sustainable development on the planning system has led to the emergence of differing values on the use of land in the UK. It has yet to be established how much sustainable development will be permitted to reduce growth. The concept of sustainable development has many interpretations and these can be influenced by local conditions, demands from society and the effect on the environment. Planning authorities are required to balance factors such as cost, demand and the environment. In many cases the needs of society outweigh possible damage to the environment.

Policy Forum: Comment by Henk Voogd

Article Abstract:

Planners have a professional duty to emphasize choice which may cause value conflicts because of the their different roles in the planning process. The critical attitude by Tate and Mulugetta to the usefulness of sustainability in planning is welcomed, but the author disagrees with their call to substitute technocentrism for ecocentrism. It is important ot seek alternative ways to create a more environmentally friendly society, but there is a need to pursue political choices that back an ecocentred view.
