Sounds familiar: Pyongyang balks at nuclear deal

Talks on supplying N Korea with light-water reactors have broken down in Berlin and Pyongyang is again indicating it may refuel its existing reactor. The situation is familiar, with N Korea's polemics and intransigence leading to strained relations between the US, S Korea, and other countries. N Korea wants to draw out talks with the US and freeze out S Korea, which in turn has stung Pyongyang by broadcasting its own role in supplying the reactors. Action against N Korea would be politically awkward.

Snarl mode: Pyongyang betrays some of its old intransigence

Article Abstract:

North Korea is sending hostile signals regarding any dialogue with South Korea despite the necessity of such talks if its nuclear deal with the US is to go forward. North Korea strongly rejected Seoul's Jan 25, 1995 proposal for talks, calling instead for a conference that would further isolate the South. US officials say they only agreed to give the North reactors, which must be from South Korea, on the condition of continuing talks. Thus the North's intransigence threatens the entire agreement.
