Until ties between the US and Vietnam are fully normalized US exporters will face problems with financing and guarantees, though these can be overcome on a case-by-case basis with the intervention of high-level officials. The US Export-Import Bank offers risk guarantees for sales to most other countries but not in Vietnam, while exporters from elsewhere do not have that problem. The guarantees mean lower rates and a broader range of potential lenders.
