Article Abstract:
Belarus and Russia have announced plans for a joint policy for matters relating to foreign, military and economic affairs. There are also plans for a single budget for the two countries by 2000, as well as a single currency. Yevgeny Primakov, Russian prime minister, has long favored such a project, which will also boost Russian pride, which is important when other issues such as the expansion of the North Atlantic Treaty Organization are tending to undermine it. The two countries have also moved together in terms of economic policy.

Belarus alone has kept a Communist government, complete with central planning and movement restrictions on its citizens. The republic seems content with its relatively high standard of living, but it is reluctantly being cut off from Russian economic assistance.
