Normative standards of discipline: the equity of 3020-A
Article Abstract:
Fifty-six New York panel decisions to dismiss tenured teachers made between 1984 and 1990 by panels and appealed to the commissioner of education were the subject of a study to determine how panel and commission decision-making differed. It was found that in general the commissioner's judgement was harsher than that of the panel. While the panel was inclined to consider mitigating factors in their assessment, the commissioner stayed with strict normative standards to fit the punishment to the transgression.
