Hong Kong-based Swire Properties Ltd has developed a two-tower, 30-story apartment complex in the Wanchai district as part of efforts to transform the neighborhood into an upscale commercial and residential area. The company is also building another 34-story apartment complex and will construct an office tower and retail complex by 2002. However, Swire's success on converting the district remains uncertain given factors such as an oversupply in office space and economic downturn.
