Bank reforms draw ire

The South Korean government is planning to pass the Corporate Restructuring Promotion Law in order to help speed up corporate reform by allowing banks to have legal authority for working out debts with companies. Foreign bankers, who would also be affected by this legislation, feel that the law will take away their independent credit decisions and warn that other foreign investors will be dissuaded from doing business in Korea.

Hong Kong eliminates the cap on bank's property loans: supervisory move will do little to bolster the city's real-estate market, analysts suggest
Article Abstract:
The Hong Kong Monetary Authority has acted on the long-time request of the city's banking industry to remove the cap on property lending. The Monetary Authority removed the guideline that a bank's property loan should constitute less than 40% of its total loans. Hong Kong banking industry analysts believe that the directive would do little to stimulate the real estate market since the banks' have long disregarded the 40% cap. The most telling on the banking industry is the refusal of the Monetary Authority to adjust the loan provision which allows banks to lend only 70% of the value of a residential property. Hong Kong is trying to ease the banking industry's property loan load by forming the Hong Kong Mortgage Corp. whose mandate is to buy mortgage portfolios from banks and resell these lonas as asset-backed securities.
