How Nepal Launched a National Export Strategy

Article Abstract:

Nepal has launched a serious exporting effort with the help of its government's developmental aid. This concentration on exports is in response to an analysis of the long range foreign trade position. Nepal's Trade Promotion Centre (TPC) provided the initiative for this priorization of exports. Nepal had been experiencing rising import levels and decreasing export levels. TPC employed independent consultants in 1981 who carried out an in-depth assessment of the situation, and made recommendations for improvements. The government brought forth its new trade policy in 1982 in accordance with many of the consultants' recommendations. Institutional machinery and policy structuring have been adapted to the export effort. The private sector enjoys aid in the form of export incentives, more export services, and looser export requirements. The TPC had to overcome the dirth of commitment to collective responsibility for export development. The consultants, Integrated Development Systems, used other countries exporting for background in their research. The export trade development council has been instituted to resolve conflicts between ministries and expedite exports generally. The council will have three members representing private industry and ministry representatives. The TPC staff will be increased and so will the budget.
