The threatened impeachment of President Bill Clinton has highlighted a gap between the country and government, and Congress runs the risk of alienating voters by pressing for impeachment. The job-approval rating of Clinton has risen since the Monica Lewinsky affair. There are arguments that the Republican right is seen as too preachy, and Republicans have underestimated public support for programs like Medicare. Other presidents have been popular and have laterlost support. Support for Clinton could be eroded if he is impeached.

The report by independent counsel, Kenneth Starr, on the relationship between President Bill Clinton and Monica Lewinsky, and other aspects of Clinton's behavior, has been delivered. There is disagreement as to whether the report contains grounds for impeaching Clinton. Clinton needs support if he is to remain in power, and his displays of contrition are geared to harnessing that support. Impeachment is a difficult process, and experience of a previous impeachment could lead to caution in the case of Clinton.

Article Abstract:

The impeachment of President Bill Clinton involves complex issues, and take place at a time when there is strong public support for Clinton. Senate could carry out a trial which could be completed within a fortnight of Jan 11 1999. The President may seek time for preparing a defense, and the calling of witnesses could also extend the time spent on the trial. One solution would be for Clinton to accept Congress expressing public censure, but this may be difficult to achieve.
