How the Bank of Japan won its battle for independence

Article Abstract:

Japan's central bank is about to be granted its independence from the Ministry of Finance (MoF) due to the growing unpopularity of the bureaucrats of the agency. However, the Bank of Japan (BoJ) used underhanded tactics in ensuring that monetary policies be under its sole control. It began in the late 1980s when BoJ Gov. Yasushi Mieno raised interest rates, subsequently paralyzing the banking system. Although it knew the right policy to deal with the economic slump, the BoJ chose to sabotage the MoF's reflation plans and blamed the latter for the long recession.
