The British Police Foundation is recommending changes to the laws on drugs, and the Misuse of Drugs Act of 1971 is seen as having brought little public benefit at great cost. The report recommends ending jail sentences for cannabis possession, and this would leave possession illegal, but would be a move toward the Dutch approach, with toleration of possession. The report also recommends changes in the way that drugs are classified, with Ecstasy downgraded and classed as a soft drug.

The British government has rejected proposals to reform drugs laws from the Police Foundation, which had studied the issue for two and a half years. The Police Foundation report argues that heavy penalties against drug use are counter-productive, and prison sentences should never be imposed for possession of cannabis. Ecstasy, cannabis and LSD should also be reclassified, the report argues, since misleading messages are being given on the relative dangers of different drugs. The government's approach to the issue is confused and runs counter to public opinion.

This could be linked to the strength of the UK's music and club industries, and to inefficient policies to combat drugs. Heroin is seen as the most serious problem, and heroin usageis linked to crimes such as thefts and burglaries. A tactic of encouraging users to seek treatment rather than jailing them is being tried in some areas.
