In love with deficits
Article Abstract:
Congress has been prompted by voter discontent and the 1990 budget plan to pass bold budget cuts and direct money towards reducing the deficit. But the spending limits proposed for 1993 are mostly in the overhead of the executive branch, and $400 million has been directed away from foreign aid.
