Is the price right?

Article Abstract:

Pricing companies for privatization is set to become a key issue in Europe in the near future as government assets worth as much as $250 billion are put up for sale. When setting a price for a state-owned company, a government must balance a number of different interests, and this can create considerable problems. Some observers believe that the best approach is to guarantee investors a large profit by undervaluing the company, but others feel that this can be a risky strategy, as it encourages small shareholders to sell their new shares very rapidly.
