The Kobe earthquake in Japan may have mobilized the Japanese people to reclaim their country and national identity from an arrogant and inefficient bureaucracy. The national govt's inability to cope with disaster has now been widely announced and analyzed, but one of the repercussions may be the strengthening of opposition movements that want to reorganize govt on a more local and regional scale. Kenichi Ohmae's new campaign for governor of Tokyo represents such a movement, which will find broad sympathy if not victory.

Unshaken and unstirred: Kobe tremor highlights Wellington's vulnerability

Article Abstract:

The New Zealand city of Wellington has not suffered a major earthquake for a surprisingly long time but remains underprepared for one like that which struck Kobe, Japan, recently. Wellington authorities say a tremor of that size would kill 1,600, injure 10,000, and cause NZ$3.8 billion in damage. The Civil Defence Ministry says it is well prepared, but few individuals have stocked up on supplies. Two major faults run through the city, one near its center and along the main road and rail route.

Japan's universities: US professor recounts surprising experiences at Kobe

Article Abstract:

A US professor's teaching stint in Kobe University in Japan yielded unexpected lessons regarding Japanese students. Reticence is not a constant character for students in Japan. In the discussions involving WWII, distrust and disrespect for government among students was found to be most evident. This situation is made even more accute by the government's continued non-teaching of this event.
