Japan: only connect
Article Abstract:
Japan will spend $10.6 billion to develop social infrastructure, which refers to a nation-wide computer network linked by high-speed optical fibers. The new plan, made public on Apr 13, 1993 as a part of the government's effort to stimulate the economy, draws its inspiration from US VP Al Gore's advocacy of investment in national-computer networks to spur economic growth. Japan's new effort also reflects the realization that the country lags far behind the US in developing computer networks to link schools, business and government.
