Japan is faced with a huge bad debt problem because of overzealous lending during previous boom times. Political imperatives demand that these loan companies be rescued. The government may create a system something like the US Resolution Trust Corp, which is managing the savings and loan crisis.

Feeling the pain: Japan's non-banks
Article Abstract:
Japanese non-banks are running into huge credit problems because of bad loans. This effects the regular banks on which non-banks rely almost entirely for financing. Bad debt is playing a significant role in the derailing of the Japanese economy.
