Article Abstract:
Major needs to concentrate on developing better communications skills so he can market his ideas to the press, public and parliament. He also needs to show he can be firm if necessary while at the same time enjoying his work more. The possibility of Major's resignation is examined.

Prime Minister John Major has replaced Norman Lamont with Kenneth Clarke as chancellor of the exchequer. Other changes in the cabinet have been made in an effort to increase public confidence in government, which is low due to crime and the economy.
