Article Abstract:
The US cannot afford to offer more aid to Russia because of budget cuts, yet it offers over $29.9 billion in aid to Israel and over $23.2 billion to Egypt. Critics feel that aid to these two countries should be cut to allow increases in aid to other countries.

The US promised $2 billion in aid to Israel, and the first billion will be in bonds underwritten by investment firms in New York, NY. Israel will be able to borrow inexpensively, since the bonds will be guaranteed 100%.
