Turkey, Iran and Syria have publicly agreed to stand against a sovereign state for Kurds in Iraq. Turkey is trying to balance its relations with the West with efforts to prevent its own Kurdish independence movement, which have included military excursions into Iraq.

Turkish troops are in Iraq seeking Marxist rebels of the Kurdistan Workers' Party. The Kurds of Iraq are fighting these rebels to convince Turkey to allow them political power as part of Turkey, ideally under a federal system.
