LEGISLATION ISN'T ENOUGH
Article Abstract:
India's environmental laws are adequate but not much is done to implement them. The government knew that the area around the Taj Mahal was ecologically sensitive but nothing was done about it until the Supreme Court ordered the ban of coal burning in an area of 10,400 km around the Taj on December 30, 1996. The Delhi Master Plan 2001, which was published in 1990, wanted to shift all polluting industrial units out of Delhi but no action was taken until the Supreme Court ordered the closure of all the polluting units on May 10, 1996. The Air Act and the Environment Protection act have laid down the pollution norms for automobiles but vehicles are not checked frequently. (khr)

Article Abstract:
Harvard University initiated in 1992 the World Model United Nations (WorldMUN) to allow university students to experience how to be a delegate of the United Nations. Every year, a different country serves as a host for the program. For 1998, the WorldMUN was held at Vesalius College in Brussels, Belgium in Mar 1998. The 'delegates' work in one of 10 simulated intergovernmental committees and become engrossed in the United Nations' conflict resolution strategies and overall parliamentary procedures.
