Article Abstract:
Latin America's economic prospects remain very uncertain. Argentina, Paraguay and Uruguay seem certain to experience a recession in 1999 unless they can find ways of balancing out the decline in exports to Brazil. Countries operating a crawling peg currency regime and suffering large current account and fiscal imbalances, such as Venezuela and Colombia, are particularly at risk from being negatively affected by Brazil's decision to devalue its currency and allow it to float freely. Brazil must seek to maintain domestic confidence in the fiscal programme, while economic developments in Mexico will depend on the state of the US economy.

The recession in Latin America looks set to continue during 1999, but a range of indicators suggest that growth could be more than 3% in 2000. Brazil's efforts to tackle its financial problems have promoted a return in market confidence, and various factors, including increasing oil prices and strong US demand, have led to renewed optimism in Mexico. A number of the Latin American countries have issued eurobonds in early 1999, and all of the leading Latin American countries will have much-decreased external financing requirements in 1999.

Monetary and fiscal policies have been tightened in most economies in Latin America due to the Asian financial crisis and a worsening of the terms of trade. Inflation looks set to continue its downward trend in Latin America, and economic growth is likely to slow in 1998. There is likely to be a rise in foreign direct investment into Latin America. There is also likely to be an increase in dependence on short-term capital and debt creation which means that the region will be more susceptible to additional external shocks.
