Jeff Kennett, who has been in office for four years, has devoted much of the time privatizing government in Australia's state of Victoria. Thousands of government employees have lost their jobs as spending has been cut. The economy has improved, and Kennett has been elected to a second term.

California has enacted a law that mandates the chemical castration of some parolees who were repeat sex offenders, but the law is fundamentally flawed. There is little evidence that chemical castration works, and there are known side effects associated with the castration drug, Depo-Provera.

Australian Prime Minister Paul Keating is finding it hard to keep his promises of tax cuts in 1994 and 1996, even though they have been passed as actual laws. The promise of reduced taxes won him the election, but his popularity is sliding as the difficulty of delivering becomes evident.
