Article Abstract:
Finland's Office of Free Competition has asked the Ministry of Finance to make an inquiry to the sole right of Finnish Leonia Bank to handle all the Finnish state's payment traffic. According to the manager of the Office of Free Competition, other banks have complained about the special position of Leonia. According to the Office of Free Competition, the Leonia monopoly is unfounded and the matter can be referred to the EU regulations on competition. Even according to a representative of the Ministry of Finance, Leonia has lost its special position and the change of the position will come up in connection with the renewal of the credit legislation. The amendment may be put forward already during autumn 1998.

Article Abstract:
Finland's government has given the parliament a proposal for law amendment according to which Finnish municipalities, municipal federations and other member communities of the municipal pension system will receive the right to take their personnel voluntary pension insurance policies from life insurance companies. The aim is to expand the personnel policy choices for municipal employers. This will not in any way affect the statutory pension insurance nor could it replace the obligatory pension insurance. The change is justified also by municipal employer not being in equal position to a private employer.

Finland's Financial Supervision has submitted the stock exchange deals of WSOY, YIT and Finvest to police investigation. The Financial Supervision suspects that inside information was used for the deals in WSOY shares in 1996 and 1997. Also deals in YIT Corporation shares in 1998 are suspected to be illegal. Two derivative crimes are suspected for the Finvest futures deals in spring 1998. The criminal investigation department of the Helsinki police does not wish to comment the matter at such early stages.
