Internal investigators of Hollinger International Inc are reviewing purchase and noncompete agreements between Hollinger owner Conrad Black and Horizon Publications Inc in 1999. Horizon's $1 bid for a profitable newspaper in Mamoth Lakes, CA won over a $1.25 million bid from a California publisher. At the time, Horizon was a closely held company controlled by Hollinger's COO, David Radler.
