Article Abstract:
The modernisation project for the Mali's railroad sector consists of several aspect, particularly restructuring the RCFM (the Mali railroad system), changing its legal status and eliminating around 600 jobs, and creating SETI, (the International Traffic Operating Company). SETI is to be operational in 1999. The Soci t Dakar-Bamako will hold a 60% stake in SETI, Senegal will hold 20%, and Mali will hold 20%. The first phase of the ten-year railroad network rehabilitation program involves 238 kilometres of line, representing an investment of CFA Fr 8.5bn. It is also planned to transfer the goods terminals to the Korofina region and to modernise the telecommunications systems. This program also concerns the purchase of rolling stock and line maintenance. This first phase will be financed by the IDA, the AFD, and the Belgian Fund.

As part of the privatisation of the line from Dakar in Senegal to Bamako in Mali and a pre-selection invitation was launched in order to five private groups which would be grouped within the Soci t du Dakar-Bamako (SDB), and which would have a minimum capital of CFA Fr 2.1bn. A foreign private operator will hold 33.34% of the shares, private operators in Mali will hold 33.33%, and private operators in Senegal will hold 33.33%. The Soci t d'Exploitation du Trafic International (SETI) for this railroad line is being created. SETI will have a minimum capital of CFA Fr 3.5bn, and it will be held 60% by a private group, and Senegal and Mali will each hold 20%. The modernisation of the line is expected to represent an investment of CFA Fr 56bn, which will be financed by international sleeping partners.

Mali has 1,255 kilometres of railroads, including 643 kilometres of main lines. Seventy percent of the railroad network is in bad condition, and the same is true of the rolling stock. There are not enough wagons and they cannot able to handle the traffic growth resulting from mining operations in the Kayes region. As a result of this as well as the dilapidation of the line and rolling stock, many operators prefer roads to railroads, especially in the Abidjan-Bamako line.
