Article Abstract:

The Asian Development Bank (ADB), owned by 52 shareholding governments, makes decisions that aim to satisfy constantly conflicting interests. With the changing face of Asia, ADB's role in the region needs to be reassessed. Most believe that the Bank's role is to develop Asia's economies through the eradication of poverty and the free interplay of market forces. However, politics is considered a great obstacle to the realization of ADB's goals.

The Asian Development Bank (ADB) monitors its projects during and after implementation to evaluate the areas where it needs improvement. With an overall economic rate of return of 10% as the basis for success, the ADB claims 57% of projects monitored in 1991 as successful. Energy projects prove to be very successful while livestock and fishery projects need more attention.

Article Abstract:

Japan is increasing its hold over the Asian Development Bank as evidenced by minor policy preferences and working styles in the ADB. While it does not want to wrest total control of the ADB from the US, Japan wants to gain more leverage in implementing its own ideas rather than bow to traditional Western schools of thought.
