Article Abstract:
Grimethorpe, South Yorkshire, England, has been hit by the closure of its coal mine, and it could receive funds from the European Union (EU), but there are bureaucratic obstacles. Per capita gross domestic product (GDP) in the region is 74% of the average for the EU. Land will be needed for industrial sites, but central government wants old sites away from freeways to be recycled, and business prefers to build on greenfield sites near freeways. The national curriculum could also interfere with a program to improve the skill levels of the work force in South Yorkshire.
