Sen Jesse Helms, Chmn of the Senate Committee on Foreign Relations, has a powerful foreign relations voice, as demonstrated by his opposition to the appointment of William Weld as ambassador to Mexico. However, the Senate itself is also to blame for not allowing Weld a fair hearing.

President Violeta Chamorro's government is having trouble restoring post war Nicaragua and did not need the added troubles of the recent killer tidal wave that left many dead and thousands homeless. She is making slow progress.
