Old game, new strategy; Democrats regroup; some reach out to Beijing
Article Abstract:
Pro-democracy political groups in Hong Kong are restructuring and adopting a higher profile in the hopes of surviving the 1997 transition to Chinese rule. The democratic groups are seeking direct talks with Beijing and are improving their internal organization. It is possible that the democrats could end up shut out of the political transition process but it would be hard to keep them out after 1997. China would have a difficult time, both politically and legally, to keep democratic groups from retaining at least 20 seats in the first elected legislature in 1998.

Article Abstract:
Hong Kong Air Cargo Terminals has warned that it could be months before the air-cargo terminal at Hong Kong's new airport reaches normal capacity. There is growing evidence that problems at the terminal are mainly the fault of the government, which was exerting strong pressure for the airport to be opened as quickly as possible. The opening of the airport was intended to boost local confidence, but initial problems there have served instead to damage Hong Kong's reputation as a trading centre.
