Article Abstract:

The Spanish government, business and bankers are interested in a world economy that is centering around Asia. The government is demonstrating an interest by offering soft loans; increasing their diplomatic presence in Southeast Asia; and fostering good relations with China. At a time when Spanish Finance Minister Rodrigo Rato drafted a budget with significant reductions designed to reduce the budget deficit by 3.6% of the GDP, approximately $620 million in soft loans were allocated to Asia, especially China.
