The Caspian Pipeline Consortium agreement between Russian president Boris Yeltsin and Kazakhstan president Nursultan Nazarbaev will help to open up vital oil and gas fields in the Caspian Sea region. However, ethnic unrest in the area and political infighting is sure to delay development.
