Policy changes in the government's road building programme

Article Abstract:

There have been considerable changes in the UK government's approaches to the construction of new roads since the end of the 1980s. At that time, the government was expressing a firm commitment to expanding the country's road network, regarding this as a vital way of boosting UK industry. However, the road-building programme, which was to have cost 20 billion pounds sterling, encountered severe financial difficulties, and has now been dramatically scaled down. Planned public expenditure for trunk road and motorway building in 1998-1999 will be around 1.57 billion pounds sterling, and the government is seeking to transfer much expenditure to the private sector.

Learning from experience?: Reflections on two decades of British urban policy

Article Abstract:

The White Paper Policy For the Inner Cities marked a move towards a more integrated approach to policy in 1977. However twenty years on a more coordinated and strategic approach to urban policy has still not been realised. British urban policy has been distinguished by a failure to learn from previous experiences. The importance of policy learning and adaptation is stressed, and several important lessons emerging from the operation of urban policy since the late 1970s are identified.

Sustainable development and the development control process

Article Abstract:

The system of town and country planning will not require a dramatic change although local planning authorities will have to fulfill the aims of sustainable development as set out in the government's strategy. However there may be problems in determining whether a development will be sustainable and difficulties with the 'once and for all' nature of development control.
