Article Abstract:
Efforts by chairman Ha Chung Fong of Fountain Set (Holdings) and fund manager Value Partners to take Fountain Set private seemed reasonable, but a murky decision by the Securities and Futures Commission raises disturbing questions. At issue was whether company vice-chairman Choi Kin Chung was acting in concert with the consortium. The SFC issued a ruling Sept 29, 1995, but would only tell the Fountain Set directors what it was. On Oct 13, the company's shares plunged while the market rose, and that evening the proposal was called off.

Article Abstract:
Technical and economic developments are making professional work on Asian infrastructure projects more flexible, often saving money while satisfying political concerns. Engineers designing Bangkok's elevated train and road system work in Putney, a suburb of London, England, and send their work via computer networks. Expatriates are needed less as the local expertise rises in Asia and more work can be done off-site. Shortages of skilled workers persist in Asia, though, especially in safety and environmental work.
