The United Nations has passed a resolution that would ban air traffic and arms sales to Libya unless it hands over the men suspected of blowing up the Pan Am jetliner in 1988. Libyan leader Muammar Qaddafi has used poor judgement before, but he is not as dangerous as someone like Saddam Hussein.

The political situations in Cuba, Iran, and Libya are disturbing, and the US has imposed new sanctions against the three countries. However, there is a risk that such sanctions will only worsen the conditions in all three countries and perhaps harm the US in the process.
