Article Abstract:

A congestion charging scheme was launched in the UK in London by Mayor, Ken Livingstone, on 2/17/2003. Motorists are being charged for using the road network within a specified area of Central London at certain times of the day. The article discusses some of the reasons for introducing the scheme.
