Article Abstract:
Recession and high unemployment has upset the timetable for the single European market, but the single market is not dead any more than it is complete. Member states still harbor mistrust and cling to some protectionist ways. Obstacles in the path to market unity are examined.

The European exchange rate mechanism must be reformed so it can provide stability for the currency markets of the European Community. Currencies are being devalued, and the Bundesbank's refusal to lower its discount rate will devalue the French franc.
