Social Security meets Wall Street

Article Abstract:

There are a number of interesting elements in President Bill Clinton's plans to reform Social Security. These include subsidizing saving for those on low incomes in a scheme estimated to cost $500 billion over 15 years. If Clinton's scheme were adopted, $2.7 trillion would be designated for use to boost Social Security funding. Around $700 billion of this would be invested in stocks. This would in fact boost neither the savings rate nor national income. The Social Security trust fund would own more shares and fewer bonds, while the private sector would own more bonds and fewer shares.
