Sorting out 3G bid terms

Article Abstract:

The Hong Kong government has set strict terms to the country's third-generation mobile-spectrum auction for licenses. The terms call for mobile operators to bid for the revenue percentage from third-generation traffic that they are willing to spend to receive a license. This royalty-based design was devised so that operators will not have to pay a flat fee up front, and analysts believe the highest royalty rate will be between 5 and 6 percent, peaking at 7 percent.
