The United States' relationship with China will not affect India's desire to defend itself through nuclear weapons, according to India's defence minister George Fernandes, although India would back a global disarmament of nuclear weapons. China and India have worked towards a mutually beneficial relationship, where stabilization is an important element. Fernandes claims China's relationship with Pakistan will not affect its relationship with India. He also believes war is not a possibility between India and Pakistan.

Pakistan's economy is heading towards a state of collapse in July 1998, after sanctions were imposed by the United States for testing six nuclear weapons in May 1998. A power grid loan of $450 million has been postponed by the World Bank, leading to an increase in power cuts during the extremely hot summer months. The sanctions have lead to a rush of foreign investors withdrawing from Pakistan, taking up to $432.4 million worth of investment out of the country during May and June 1998.

India's defense minister George Fernandes believes China is establishing itself in Burma through the installation of communications and surveillance equipment located around the Bay of Bengal. China claims its support of Burma is not intended to cause India concern, although there have been several reported incidents involving Chinese citizens in strategic areas of Burma. India is concerned about the build up of pro-Chinese countries around its borders.
