Mozambique's 16-year civil war has ended with a peace agreement, but the 7,500 UN peacekeeping troops promised have been delayed for months. The ceasefire, promoted as a model for future negotiations, may be in trouble if the UN force does not arrive before harvest time.

The United Nations-negotiated peace settlement in Mozambique seems to be falling apart, since neither government or rebel troops are disarming. Renamo rebels know they will lose their edge if they disarm, and the army will not lay down its weapons until the rebels do.

The Nov 1992 civil war ceasefire has permitted international relief agencies to reach and feed people in the once-isolated regions of the country controlled by the rebel group Renamo. The aid will allow crop planting to begin, thus furthering the cause of peace.
