US stock prices dropped on Aug 31 1998, and investors have started to become concerned about the economy, especially with reports of concerns about Latin America and Russia. High-tech and banking stocks have been especially hard hit. There is pessimism about the future performance of stocks, despite a recovery, since US stocks still appear overpriced, and forecasts for earnings growth may not have given enough weight to Asian and Latin American problems. Markets also appear to assume that US interest rates will be cut, and this is not certain.

There is concern about possible fragmentation of the US stockmarket, and this could undermine the world supremacy of equity markets in the US. The Securities and Exchange Commission has issued a discussion paper with six proposals for combating fragmentation. Fragmentation could indicate that new markets are arising that are more efficient than older markets that they are seeking to replace. Fragmentation is likely to continue as a result of a lack of competition rather than as a result of excessive competition.
