The easing of international financial conditions still leaves unanswered questions on global fiancial reforms. There is a key disagreement on how the private sector should become involved in financial crises. he US approach is to view each case on its merits, while Europeans are concerned that this could mean that the US takes the decisions on who should receive help. European monetary union has given European countries a desire to play a greater role in international finance.

The Basle Committee on Banking Supervision was founded in 1974, and has served as a good, but not perfect, forum for regulating international banking. The trend towards financial firms competing with banks may force the committee to begin regulating by function rather than by industry.
