That sinking feeling

Many observers believe that the Japanese Ministry of Finance is misguided in its efforts to ensure that no bank collapses. They feel that the Ministry of Finance should accept that not all banks can be saved. However, the Ministry of Finance has not heeded this advice, and has even relaxed its stance on accounting reforms, which were intended to mark the beginning of a more realistic view of banks' financial status. Foreign banks are seeking investment opportunities in South Korea and Thailand, but are less enthusiastic about Japan.

Hongkong Bank is expanding in Japan, though many other banks are finding the Japanese market difficult. Hongkong Bank is using keiretsu and other traditional Japanese arrangements, and is finding staff easy to attract. The bank aims to follow Japanese companies investing abroad where they are more willing to use foreign banks. Hongkong Bank aims to become involved in treasury activities and capital markets as well as lending. A major growth area is supplying Asian paper for Japanese investors.
