The latest conflict between the US and Iraq has brought foreign policy where it should be - at the center of the US presidential campaign. Both Pres Clinton and presidential candidate Bob Dole have virtually ignored foreign policy until Clinton ordered missile strikes against Iraq in Aug 1996.
