Arkansas has a usury law which involves the most restrictive control of interest rates of any US state, and it is part of the constitution of Arkansas. Bankers claim that the law hampers economic growth, while supporters see it as a consumer protection measure. Banks tend not to lend to those seen as bad credit risks since they cannot charge as much as they would like to compensate for the risk. Illegal loan sharks Referendums on the issue have resulted ina rejection of higher permissible levels of interest rates.

Germany's Deutsche Bank could have its Moody's credit rating lowered from its current triple-A status because of a financial scandal over three of its unit trusts and Deutsche's foray into the risky world of investment banking. Deutsche's handling of the scandal is discussed.
