That Barings PLC was not big enough so that its collapse did not have a major ripple effect in the world's financial markets is not a reason to take the incident lightly. The repercussions would have been huge had it happened to a larger institution, and there is little to prevent that possibility.

A rescue plan for Banco di Napoli will spin off about 10 trillion lire of bad loans into a 'bad' bank, similar to the larger 1995 Credit Lyonnais bailout plan. The Italian plan promises privatization by the end of 1996, which may also be necessary for the poorly progressing French plan.

US banks have $300 billion in tier one capital, up 43% from 1990, and this figure is currently 3.7% greater than the minimum required percentage of assets in primary equity that banks must hold. The resulting surge in lending could have negative effects in the event of a recession.
