North Korea has suspended its threat to withdraw from the Nuclear Nonproliferation Treaty, and it will begin negotiations with South Korea and the International Atomic Energy Agency. North Korea prefers bilateral inspections with South Korea.

North Korea has so far stood up to international pressure for inspection of two sites suspected of manufacturing nuclear weapons. North Korea's military force far outnumbers that of South Korea, which points out the need for more US troops.
