Article Abstract:

Party of the Democratic Revolution candidate for the Mexican presidency, Cuauhtemoc Cardenas, has been mayor of Mexico City, and he may fail in his bid as a result of the city's problems. Mexico City suffers from corruption, crime, inadequate public transportation, and damage to the environment. There have been some improvements such as a slight lessening in pollution, but the problems remain severe and there is a continued lack of confidence in the police. The National Action Party is also competing in the election, and there may be more chance of defeating the ruling Institutional Revolutionary Party if Cardenas steps down so that the vote is not split.

Unfinished business

Article Abstract:

There are tasks in India and Pakistan that have been unfinished since the time of partition, such as a shifting date for caste reservations in the Indian parliament. Self-determination is affected by the inability of institutions to help the vulnerable, provide opportunity for the ambitious and represent those who are aggrieved. There are opportunities for trade between the two countries, and a South Asian Economic Union has been proposed, but there is also suspicion, so the pace toward such a union has to be gradual.

Article Abstract:

Devolution for Wales, Scotland and Northern Ireland will bring a number of changes in the United Kingdom. Power will be transferred to Scotland, and there may be a referendum on whether Scotland wishes to be independent, whether or not this is legal. There will be tensions between central and local government which will affect financial issues such as UK public spending contributions for Scotland. The parliament in London, England, will also be affected, and there may be fewer MPs from Scotland.
